QUESTION: But the measure is probable cause, I believe.
GEN. HAYDEN: The [4th] amendment says unreasonable search and seizure.
QUESTION: But does it not say probable --
GEN. HAYDEN: No.

It's a natural extension of the overriding philosophy of our current government and culture that there are no property rights. And that we live at the whim of others.
