I emailed the KEGS maintainer about my problems with it around when I posted this, and he just got back to me:

Run KEGS.

Press F4. Hit your down arrow until 's6d1 = ' line is selected, then hit return. Using the file selection dialog, find
the Oregon Trail image (cannot be the .zip file, you must extract it to the Oregon Trail (Disk 1 of 2).bin file--and this
file is 143360 bytes long).

When done, you need to get to a BASIC prompt (if you always boot GS/OS, run BASIC.SYSTEM). Then do PR#6 to boot the disk.

It seems to work for me, although I didn't actually play the game.
